General Property Standards

Set out below are the minimum property standards that all properties accepted for use must meet.

Properties shall not contain any category 1 hazards under the Housing Health and Safety Rating System as set out in the Housing Act 2004 and associated guidance. Category 1 faults pose the most risk - for example, a window with a low sill on an upper floor that could be opened by a child, who could then fall out, resulting in serious injury or death.

Conversions of houses, lofts or other buildings require both planning permission and building control approval. Proof of any required permissions and/or approvals shall be provided.

Accommodation above Commercial premises are generally not accepted.

Flats above 3rd floor must have lift access.



All rooms must adhere to the decent home standard. Bedrooms and living/dining rooms must open onto a hallway or landing area. Minimum size for a bedroom is 6.00m2.
All rooms must have lampshades and bulbs (energy efficient where possible) to single pendant light fittings. Kitchens and Bathrooms must have enclosed light fittings.
As a minimum two double power supply sockets must be provided in every room except the bathroom. In the kitchen these must be above the work surface area and have additional sockets for Fridge, Washing Machine etc.
Electrical sockets on skirting boards are not accepted.



Decoration must be to a good standard. We recommend neutral colours are used as during the lease we have a need to redecorate we may not be able to match decoration.



Sufficient heating for the property must be provided, Gas Central Heating or Storage Heaters. Open fireplaces should be boarded up and vented. Gas fires must be disconnected. A CO2 detector must be fitted near to the boiler.



As a minimum must include: one double base unit, one double wall unit, 2.00m work surface area, three courses of wall tiles over sink and work surfaces, cooker fitted with safety chain and a fridge freezer.



As a minimum must include bath or shower, three courses of tiles around baths and basins, higher if there is a shower, the lighting must be operated either by a sensor, a pulley cord or an external light switch, a privacy door lock. Electrical heaters are not accepted. If there is no window to the bathroom an extractor fan with a minimum of 20 minute overrun must be fitted.



All living areas should be covered by quality carpet or laminate flooring. Other areas e.g. bathroom, kitchen, WC and utility rooms should be covered in a good quality laminate, lino or tiled.



All stairs in the property must have balustrades with spaces of no greater than 100mm. Hand rail to be fitted to stair case. Open plan staircases cannot be accepted.



Living room and bedroom area must have at least one window opening to the outside. Upper floor windows must be fitted with restrictors to limit opening to 100mm.
All windows must be fitted curtain tracks, heavy and net curtains or blinds.



Kitchen, Bathroom and WCs must have adequate ventilation either by a window or extractor fan.



Three Piece Suite (or seating for each occupant)

Glass topped tables are not accepted
Beds (inc mattress) one double plus single appropriate to expected occupation
1 wardrobe and 1 chest of drawers per room

All upholstered furniture and mattresses must comply with 1988 furniture & finishing (fire) safety regulations and must have labels to indicate they
Mattresses must be new and in their original plastic wrappings.
